Costframe records proposed and approved work but does not modify customer cloud resources. Approval authorizes work outside Costframe; it does not certify implementation.

Verification boundary

Reported implementation, observed reduction, and verified savings are distinct. Verification requires the applicable before-and-after evidence contract.

• Assignment identifies an owner; it does not approve work.
• Approval records a decision; it does not change a provider resource.
• Observed reduction remains provisional until verification succeeds.
